Blaine Katz’s brother described him as kind, caring and reliable.

"He touched your heart, that's what he did. He was probably the most kind, caring guy there was. He could make you laugh, you know, he was good at giving you a nickname,” said Michael Ireland.

Katz was killed in an apartment building on the 2100 block of Cornwall Street on Saturday night.

"They took a father, a brother. They took an uncle. They took probably one of the greatest gifts that we had. Now it's gone," said Ireland. 

On Sunday morning, Regina police charged two men with Katz's death. Forty-four-year-old Gerald McDormand and 39-year-old Steven Saint Pierre are both charged with second degree murder. Police said Katz and the accused were known to each other.

This case is Regina’s fifth homicide of 2017. Police said charges have been laid in all five incidents.

"Very tragic events, and we can't lose sight of that fact that this is about people. From our perspective, any loss of life is too much. So, one homicide in the city is too many," said Elizabeth Popowich of Regina Police Service.
