Saskatchewan's auditor says her office couldn't complete a review on young offenders because it was denied access to information.
Bonnie Lysyk's office planned to do an audit of how the Justice Ministry goes about rehabilitating young people convicted of crimes.
She says the audit is important because Saskatchewan has the highest youth crime rate in Canada at more than three times the national average.
Lysyk says research has shown that young people will keep committing crimes if they don't get help at the right time.
She says her audit couldn't be done because the provincial cabinet denied access to young offender case management files.
The auditor's report notes that during 2011-2012, there were more than 4,400 young offenders were given community sentences and over 500 were admitted into custody.
